To be fair, I suppose whoever writes the emails are probably not journalists. :) I wouldn't have interpreted that as a threat myself (and was confused about where the threat part was until you pointed it out at the bottom); I read it more as "we really hope it doesn't come down to an actual strike because that's bad for everyone."
